The purpose of the International Society of Political Psychology
(ISPP) is to facilitate communication across disciplinary,
geographic and political boundaries, among scholars and concerned
individuals in government and public posts, the communications
media, and elsewhere, who have a scientific interest in the
relationship between politics and psychological processes. In so
doing, ISPP aims to continue to advance scholarship in political
psychology, and to contribute to the usefulness of work in
political psychology.

President's Report

Awesome events in the world scene in the past nine years have
made it clear that we cannot understand politics without looking
at the values and habits of a people. The result has been a
burgeoning interest in political psychology. Our annual meeting
this year has been designed to tap this interest. In a program
designed to feed our intellects, senses, and souls, we shall
discuss "Politics in Transition" (and other topics we research).
The setting will be Santiago de Compostela, one of the great
pilgrimage centers of Europe. The Awards Banquet will be held in
the splendid 18th century monastery of St. Francis. Most of us
will want to sneak away from the meeting to visit the tomb and
shrine to Saint James. For those so inclined there will be a
dinner cruise to visit farms and manor houses on the Atlantic
ocean and a post-meeting tour of Portuguese castles complete with
wine tasting. We are greatly indebted to Program co-chair Steven
Walker and Doris Graber, Conference Chair Jose Sebucedo and
Conference Director Aaron Belkin for what should turn out to be a
memorable experience. In addition to the annual program, we have
undertaken several new steps this year to consolidate our growth
as an organization and promote the formal study of political
psychology. Our goals have been to 1) encourage the development
of ISPP regional programs, 2) promote research and informational
networks and more actively incorporate young scholars in our
organization and 3) to provide more "resources" for the
development of political psychology programs at various
universities.

1) To promote the development of regional organizations, a
Scientific Out reach Committee is being formed. The officers of
the organization have talked with leading political
psychologists in Russia, Poland and Japan about plans they have
for the development of National or regional programs. The
Governing Council, at its midwinter meeting proposed that we
draft guidelines for the use of the Lorwin fund that will be
acted on at the annual meeting. Possible use for fund moneys
include special projects aimed at membership expansion and
partial funding of exploratory trips to areas with concrete
proposals for new programs. We would also consider the
possibility of funding ISPP memberships for younger scholars and
the shipment of available back issues of our journal, Political
Psychology, to countries with political psychology programs and
hard currency problems.

2) To promote the growth of the ISPP, while maintaining the
personal connections and informational channels that have made it
such a satisfying organization in the past, we have undertaken
other steps. The promotion of research networks and the
expansion of the ISPP News are two developments along these
lines.(see George Marcus's column) In addition to that a Young
Scholars Committee was formed this past year. Its charge is to
make recommendations to the Council as to how we might better
reach junior scholars in the field of political psychology and
encourage their membership in the ISPP. For those already in the
organization, the Committee will recommend mechanisms for
integrating them into the committee structures and consider some
for nomination to elective office. Special social activities
might also be planned for the annual meetings.

3) To promote the development of political psychology programs
at both graduate and undergraduate institutions, a
Program Development Committee was created. The Committee is
charged with the organization of panels at the annual meetings
for people interested in setting up programs in political
psychology. The committee has also been asked to assemble packets
(with descriptions of existing programs and resource
persons) that can be sent to interested parties. Where relevant,
committee members may perform a consulting role. An Ethics
committee has also been established to begin work on guidelines
for our research.

4) In addition to the above measures, a proposal is being worked
out by myself, president-elect David Sears and Executive Director
George Marcus for the establishment of a Scientific
Communications Committee. At the mid-winter meeting in
Charleston, SC, the Council recommended that we move forward
along these lines. Detailed proposals will be presented to the
Executive Council at its summer meeting. If approved, its purpose
will be to provide oversight for all ISPP publications and
develop long-term objectives for all ISPP publications. The
Committee will also function as a search committee for the
journal and newsletter editors and will serve as a resource for
the journal editor.

George Marcus our executive director, has played a central role
in all these developments. We are also heavily indebted to the
members of the Executive Council (each of whom dipped into
his/her own pockets to attend our mid-winter Governing Council
meeting in Charleston) and the people who have consented to serve
on these new committees (see Committee List on the next page).

Executive Director's Corner

Over the past year, the Society has progressed in some very
important ways. We achieved a new milestone. At the end of this
past year, almost 800 members had paid their dues. This year,
1994, is likely to see an increase in that number by a
substantial amount. As the Society attracts more members from
more countries, we need to provide more effective ways for the
Society to encourage and support the interchanges of ideas,
research, and on-going discussions among our many members. We
hope that this newsletter will be an increasingly important
vehicle in aiding our members as you conduct research and present
your findings. We have created a program to help foster networks
(details can be found on page 9). We have introduced a new
feature of ISPPNews - presenting the travel and accommodations
information members need to attend the Annual Scientific Meeting.
This enables us to get this information in your hands about a
month earlier than the traditional preliminary program mailing.

Elections are of increasingimportance because as we grow larger
it is our hope that our Governing Council represents the diverse
membership and its diverse needs - so, if you have not already,
please get your renewal in so you can vote. We will be mailing
ballots in mid-March.

Not certain about whether you have renewed for 1994? Check the
mailing label - above your name you will see a two digit number
(92, 93 or 94). That number reports your current membership
status: 94 means we have received your dues for 1994. So, if you
see a number less than 94, it's time to renew! As you renew, we
have been sending each of you a copy of our brochure to pass
along to colleagues. We now have a new version. If you want to
have a copy, renew your membership! If you want some copies to
distribute, just contact me and I'll be happy to send you some of
the new brochures. Our Political Psychology Syllabi collection
has proven to be of general interest. Each time we reprint the
collection we add syllabi that members contribute. So, if you
have a syllabus that might be of interest, please send it to me.

We would like to ensure that our activities, especially the
Annual Scientific Meetings, are widely announced in national and
international organizations of related disciplines. If you know
if organizations that have publications or newsletters that we
can contact to distribute our Call for Papers and other
announcements please send that information to me.

Let me make a few announcements: * The preliminary program, and
registration materials, for the Seventeenth Annual Scientific
Meetings, July 12-15. Santiago de Compostela will be sent to all
recently active ISPP members in the spring. If you wish the
materials to be sent to any colleagues, send me their names and
addresses. * The ISPP Collection of Political Psychology Syllabi
are available ($25 per copy). An expanded edition adds a number
of contributions not in the first edition. Contact me if you wish
to receive a copy. * The MacArthur Foundation has extended its
travel grant program for the 1994 Scientific Meetings in Santiago
de Compostela, Spain, as noted elsewhere in this issue. Travel
grants are available to members from outside the US, Canada,
Europe (including Eastern Europe and Russia). Application
requires a detailed description of the research to be presented,
a brief vita or resume, and a proposal for ISPP developmental
work in the region of the application, to be undertaken by the
applicant in the event of receiving the award. The grants provide
for 75% of round-trip air fare to the Scientific Meeting (all
other expenses remain the responsibility of the applicant). We
anticipate making four grants in 1994. * Complimentary
memberships are available for graduate students who have
successfully defended a thesis proposal. ISPP faculty members who
wish to make nominations should contact me. The 1993 cohort is
presented in this issue. Finally, we plan to produce the first
ISPP membership directory at the end of this year. This is the
year to make sure your membership is up to date and that all of

Young Scholars Committee

The newly formed ISPP Young Scholars Committee, chaired by Jean
Garrison at the University of South Carolina, is interested in
hearing suggestions from new and old members on how to involve
graduate students, young faculty, and other groups in ISPP. This
committee's purpose is to encourage greater participation from
graduate students and new faculty in the organization and in the
scientific meetings. The committee will be sponsoring several
activities at the ISPP Conference in Spain in July specifically
directed at young scholars - such as an informal meeting with a

Ethics Committee

A committee has been struck within ISPP to consider the
possibility of developing a code of professional ethics for
political psychology. Following an initial meeting at the Annual
Scientific Meeting in Boston last summer, a summary of issues
arising has been distributed to existing members of the
committee and to members of the Governing Council. This will
pave the way for a special meeting on professional ethics at this
summer's conference in Spain. The purpose of this notice is to
announce that a meeting on ethical guidelines is being planned
for the Spain conference, and to invite comments and
participation. Among the specific issues that were discussed at
the first meeting, were the value of codes for consciousness
raising (rather than emphasizing policing and enforcement),
authorization for public statements on behalf of ISPP, conflicts
of interest, and dilemmas related to the role of human welfare
for political psychologists doing military work. Comments and
offers to participate are warmly welcomed, and may be sent to the

1994 Annual Meeting of ISPP Santiago De Compostela Galiza, Spain
July 12-15, 1994

The program for the annual meeting on the campus of the
University of Santiago promises to be an exciting intellectual
mix of symposia, panels, roundtables, and workshops, accompanied
by several social events which capture the charm and culture of
the location. The Santiago meeting will sponsor the research of
scholars from Europe,

Israel, Japan, India, Africa, and Latin America as well as North
America. A block of symposia featuring Spanish and Latin
American scholars provides an outstanding opportunity via
simultaneous translation for scholarly exchange across linguistic
communities. The daily schedule for Wednesday through Friday has
two sessions separated by a coffee break in the morning, followed
by a mid-day break from noon to 3:00 p.m., when the schedule of
symposia, roundtables, and panels resumes for a third session.
Each session is an hour and a half. Over sixty symposia,
roundtables, and workshops are on the program. Following
workshops during the day on "Profiling World Leaders" and "Small
Group Analysis and Political Decision-Making," Mr. Fernando
Moran, a current member of the European Parliament and a former
Minister of Foreign Affairs of Spain, addresses the conference at
the opening ceremony on Tuesday evening. On Wednesday, the
Santiago Town Council hosts a welcome ceremony and noon buffet
for ISPP members and guests. Scheduled later that day is a
cruise along the Rias Bajas Coast, followed by a typical Galician
dinner. The Awards Dinner, a Ball, more plenary speakers, and a
post-conference tour of Portugal round out the calendar of events
for Thursday and Friday. This year's conference theme,
"Psychological and Political Aspects of Polities in Transition,"
is the topic of meetings at several sessions dealing with gender,
ethnic, religious, and nationalist dimensions of domestic and
international conflict. An impressive array of theme symposia
deal as well with changing conceptions of democracy, the role of
historical memory, and the influence of political socialization
processes in the formation of social identities and the
maintenance of communities. There are also theme panels that
focus upon the transition to democracy in Latin America, Western
Europe, Eastern Europe, and Russia. Cognitive and group dynamics
are the focus of several symposia and roundtables examining the
processes of foreign policy decision-making and interactive
conflict resolution in a turbulent international system.

A dinner excursion to enjoy the magnificent landscape of green
pastures, farms and manor houses by the Atlantic Ocean. Visit
Cambados (famous for its wine and monumental square), La Toja

Eugenia de Riveira for a typical Galician dinner feast. Price

Post-Meeting Tour of Portuguese Castles, July 16-18

A three-day, two-night journey (by luxury bus) across the
charming northern section of Portugal, accompanied by an
English-speaking guide. Price per person: $299 Day one:
Departure from Santiago. Border crossing at Valenca do Minho, a
Portuguese medieval village, and visit to the Castle of King
Diniz, built in 1321. Accommodations in the Castle. Day two:
Breakfast and departure for Porto, famous for its wine. City
sightseeing tour and wine tasting in Porto's excellent wine
cellars. Continue on to Braga, a city founded by the Romans and
known for its ancient cathedral. Accommodation at the Castle of
Bom Jesus, which dates from the 17th century. This "fairy-tale"
castle has been declared a National Monument and features
charming romantic gardens. Day three: Breakfast at the Castle of
Bom Jesus, and exploration of the Portuguese countryside. Return
to Santiago de Compostela by 5:30 p.m.

Conference Workshops Tues. July 12th

Workshop One: Profiling World Leaders; July 12, 9:00-12:00.
This workshop will be led by Jerrold Post, David Winter, Margaret
Hermann, and Stephen Walker. It will present a range of methods
for the indirect assessment of leader personality and provide
examples of their application. The data requirements and
strengths and weaknesses of the methods also will be considered.
Price per person: $15.

Workshop Two: Small Group Analysis And Political Decision
Making; July 12: 9:00-3:00. This workshop will be run by Paul
?t Hart, Bengt Sundelius, and Eric Stern, and will explore
alternative ways of conceptualizing small group decision making
in government. Topics will include group formation and
development, individual-group relations, leadership,
information-processing, and group decisions. Price per person:
$15.

Hotels

With the exception of the Hostel Monte de la Condesa, all hotels
are located in the heart of Santiago, about 20 minutes by foot
from the university and the site of the ISPP meetings. ISPP may
be able to provide free bus service from the hotels to the
conference but this arrangement has not been finalized. The

minute from the conference site.

Travel Grants Available

In 1992, the John D. and Catherine T. MacArthur Foundation
awarded the society a grant to provide travel support for
Developing World scholars to attend ISPP scientific Meetings.
Grants will pay for 75% of round-trip airfare to the meetings
(all other expenses will be the responsibility of the grant
holder). Political psychologists in Central and South America as
well as Asia and Africa interested in applying for a travel grant
should write to George E. Marcus no later than March 30, 1994.
Awards will be announced no later than April 15, 1994. The
purpose of these grants is to enable developing World political

During the summer of 1994, SPSSI will officially participate
in two conferences in Europe: the ISPP conference in Santiago de
Compostela, and the meeting of the Society for the Advancement of
Socio-Economics (SASE) will hold its annual meeting near Paris,
France with the theme "Transformation Europe." If frozen
currencies pose a problem for you, SPSSI has dedicated some money
to defray registration at both ISPP and SASE. Please indicate to
the chair of the session, if you would like SPSSI help with the
registration costs to the meetings. SASE registration costs are
slightly higher than for ISPP, about $65 typically. Whether or
not you wish to present your work on a SPSSI panel, we hope that
you will attend the ISPP and/or SASE meetings. SPSSI President
Stuart Oskamp expects to be at the ISPP meeting, and a couple of
Council members also hope to attend. All three of us will be in

Summer Institute In Political Psychology

The third annual Summer Institute in Political Psychology will
take place at the Ohio State University in Columbus, Ohio from
July18 through August 12, 1994. The Summer Institute is sponsored
by the International Society of Political Psychology in
collaboration with the Ohio State Department of Political Science
and Psychology. The Institute is designed to introduce
participants to the major theories and research findings from
psychology and political science used in political psychology as
well as to help participants integrate information from the two
fields and to provide them with opportunities to interaction an
environment that fosters sharing perceptive and experimental
learning. The institute is intended for advanced graduate
students in political science, psychology, and related
disciplines, Faculty and other professionals may also apply. Up

Governing Council Encourages Formation of Networks

At its Midwinter Meeting in January, the ISPP Governing Council
endorsed a motion to encourage the formation of networks among
scholars from different disciplines who have common interests in
theory, research, or practice. This follows discussion at two
previous Council meetings on the merits of networks as opposed to
sections or divisions within the Society. Networks will provide
an opportunity for communication and collaboration among scholars
and practitioners with different backgrounds and levels of
experience in mutual areas of interest, such as decision making,
leadership, political socialization, psychobiography,
cross-cultural communication, and so on. A network in interactive
conflict resolution has formed over the past few years, and has
held three successful organizational sessions at the Annual
Scientific Meeting, and is planning another for Spain, 1994.
Networks are an excellent avenue for connecting members from
different generations and countries, and also provide a vehicle
for bringing new people into ISPP. To assist in network formation
and development, the Governing Council invites interested members
to contact:

• The Executive Director to provide searches of the membership
list indicating members with a common interest, • The Newsletter
Editor to acquire space for network announcements, reports, etc.
• The Program Chair to arrange for meeting times and rooms at the
Annual Scientific Meeting.

The Governing Council has formed a Committee (Ron Fisher, Chair;
Asher Arian; George Marcus) to assist and oversee the development
of networks. Members interested in exploring the feasibility of
forming a network are encouraged to contact any of the above for
suggestions and assistance.

Fellowships and Awards

Social Science Research Council Visiting Scholars The
SSRC-MacArthur Foundation Committee on International Peace and
Security announces a program of small grants in 1994 allowing
scholars and students of international relations to visit major
universities and research centers outside their home region.
Grants are intended for junior scholars who seek exposure to
debates and scholarship on the changing international system and
issues of international peace and security. Applications should
